actually, hardly any service gives you a static IP... they may not change for a while (my cable IP has been the same for like 3 years now, incredibly), but they aren't 'static'.
besides, with 45 seconds of extra work, he can just use hidemyass to get around any IP ban.

oh thats right. almost no connections never ever ever switch IP;s. but i meant more like,,, what connections these days (other than like... dial-up, which distributes a new IP every time you connect) actually change ip that frequently? im on Comcast, and it only changes IP once every 12 months or so.. and it's pretty much the only thing people have in this whole region as far as cable is concerned, other than Verizon which runs on a similar timetable.
i know DIME has some way of banning subnets entirely, doing away with proxies and stuff like TOR - although i still have yet to figure out how to make torrents work through the latter..

blocking the Tor client would be insanely difficult if not impossible. there are countries/governments trying to do just that and failing.
