I think not. Maybe FM. FA goes beyond 20. There's no indication of mp3 to me.

pilot tone at 19kHz is most likely an FM source...

its got some serious blocky shapes visible, and that strangeness starting at 14kHz. There's certainly lossly encoding in the lineage, could be that it was broadcast that way since the carrier is still present.
