mp3 editing software suggestions

Good day to everyone - I was looking for a place to request a seed, but so far I have been unable to locate such a spot. If it is right in front of my face, all apologies.
Anyway can someone direct me to a place where I can request a (Re)seed ?

If the show is already up on the tracker and there are no seeds, just ask for a seed in the thread.

Anyway can someone suggest a good program for editing chunks, or specific passages from an mp3?
