how do i copy and paste channels

I recieved a recording this morning from a friend but its only in one channel.How would i copy and paste the strong channel into the weak one.I think the recording was made with some pretty awful recorder ( like a dictaphone) and was originally taped like this.Any help appreciated,although its not a great recording,id like it in both channels.
