There are NO programs that will create artwork for you.
On the other hand there are programs that will give you the size format for the different cases available. The one I use is called Pochette Express 2. Were you actually asking about something like Photoshop that you can make the artwork up on ?

Are these free versions of Photoshop and are they any good? Better than irfanview?
