can you post a sample or a 2-second SA that goes up to 22050Hz? can't say a whole lot from just the FA you've posted.

More of an extremely unsure response.
The spike in the frequency response there looks like some sort of pilot tone, but I don't know of any broadcast system that only goes up to 10 kHz and has a 15 kHz pilot tone.
EDIT: analog TV? Maybe it has an analog VHS gen somewhere?

I bet it's TV-sourced. The MTS audio standard has a 15.734 kHz pilot tone. Still doesn't really explain the rolloff above 10 kHz, though.
