I've got some Maiden DVD (1986-11-29 Paris, France) and I don't know if it is VCD sourced. That's some info from PowerDVD:

Looking at a bunch of the info you posted, I would say your suspicions are correct. However, note that looking at what is posted at videohelp.com can be a bit missleading. It's a very general guide.

that looks to me like a vcd resolution, pal dvd should be twice that, 720x576
and the bitrate is creepy too ... :) on a dvd it should be at least 5Mbps to have something decent
