frequency analysis

hello,

just wondering if some of the experts out there could take a look at this. its from a 1967 soundboard recording. whats your opinion, based on this two second clip (spectral view in cooledit 2k)

I'm not sure how you can tell that it's vbr, but I agree on the "mp3" part.
