MPEG-2 and Navigation Packets

Okay, so suppose you have an MPEG-2. How exactly do you get it so it has navigation packets?

I was using a DVD authoring program, and it wanted them. (Other programs don't quite do what I want.) It also gave me the option to use the demuxed a-v streams, but those always end up out of sync. I tried googling, but didn't work.

This is probably a noobish question. Thanks ahead of time.

Thanks, but I tried those two sites (and also AfterDawn) and it says just to demux them. But whenever I try, they end up out of sync.

The only thing I found useful was "remultiplex them with nav packets" but I don't know how to do that.
