Question Lossy sourced: peaks over 16k?

Hi guys! I'm new over here.
Well, let's go down to business.
I downloaded a file which is (to me) obviously meant to frame.
Here you are caps from Tau Analyzer and CEP (full length and 2-sec span):

What do those peaks over 16K mean?
I am no MP3-lover so I'm not very sure if they should look like this.
They keep me intrigated.

Hoping a warm response!

-----EDIT---
Oops!
Someone move this to Lossless, please!

I saw comparable results mostly on MD-recordings...especially both "MPEG" and "CDDA" in the same capture like in the screen on the top.

dumbass."

from what i understand, most of those built-in analyzers aren't very accurate...that said, definitely a lossy source, but probly MD [ATRAC compression]...doesn't look like mp3 to me
