DHT in utorrent

Should I leave "DHT network enabled" and should I have the "DHT on new torrents" enabled?

No, & no.

Using DHT will allow your client to bypass the tracker.

Yeah, Local Peer Discovery & Peer Exchange. Long story short disabling those along with DHT keeps you connected to peers that belong in the swarm only [registered members] This is the basis of "private torrents". If the seeder makes their .torrent with "private torrent" box checked, these 3 functions will not be allowed. Many trackers, including ours at Planet Rock require this.
