16:9 broadcast to 4:3 dvd allowed?

hello. i have a doubt on aspect ratio for dvds that didnt find on the help. have a glastonbury dvd with 4:3 aspect ratio, but the image as broadcasted is actually 16.9, so it looks weird if u dont adjust image. i would like to ask help to know if it is allowed over den. thanks and a good new year.
