FM clip question

Hello - this is an AnalFreq scan of two seconds from an FM broadcast recorded as a WAV file that reads "cannot be qualified" in TLH - any thoughts?

need to see spectral for more info... but I pretty much know what to expect.

99.9% of radio stations worldwide are broadcasting lossy for almost a decade. we're aware and still allow this so long as its captured from open air or equal/better quality cable (non-digital sat) capture.
