My uneducated guess would be a low-pass filter of around 19K.

could also be pitch correction... if a show is slowed down in pitch you will lose the highest frequencies like this (at least with cep).

I just tried it a moment ago with Adobe Audition... raising the pitch doesn't create the dropoff in the highs, lowering the pitch (stretch, preserving neither time nor pitch). So if you can be bothered you might want to ask the taper if the pitch was lowered/raised, I expect it was lowered (contrary to the quote above).
