digi Cameras in NTSC - USA vs. Asia?

is there any difference in the digital camera models regarding the NTSC format recording/playback between the NTSC versions? i remember the USA NTSC format assums a black level of 7.5 IRE whereas the Japanese NTSC format assums a black level of 0.0 IRE as does the PAL video format.
main concern would be: would an japanese digital Cam be able to handle USA NTSC DV tapes in playback through firewire -> pc without any problems?
not much time to find out the info myself these days, thanks in advance!

Depends on the deck, I guess. I know nicer prosumer cameras like the Panasonic DVX100b can adjust between 7.5 IRE and 0 IRE. Other than that, I don't think there is a difference, at least in playback/resolution specs.

NTSC format should work universally in other NTSC format decks.
