Video upload question

Hello

I consider uploading a dvd compilation of a French tv show (Taratata) from the 1990s.(no complete shows,mostly international artists)
My dvd is a NTSC VHS rip,as it is sourced from a Canadian broadcast of that tv show.
Would it be allowed here,or would you accept only PAL or SECAM copies?

I do not think NTSC is the native format in Canada.

NTSC is the video system or standard used in North America and most of South America. In NTSC, 30 frames are transmitted each second. Each frame is made up of 525 individual scan lines.

PAL is the predominant video system or standard mostly used overseas. In PAL, 25 frames are transmitted each second. Each frame is made up of 625 individual scan lines.

It is according to the NTSC Wikipedia article.

The question is:French VHS system was SECAM.BUt this particular tv show was broadcast in North America on analog cable and I taped it on NTSC VHS some 20 years ago.
Plus:these are not complete shows but a compilation from various shows focussing on mostly non-French artists(like Kinks,JJ Cale,Donovan,etc):Taratata usually had one main artist plus various guests.
So:is it acceptable to upload this here?

That rule, as I understand it, was put there to prevent "amateur" transcoding by users. At this stage of broadcasting when this was recorded, home conversions weren't very well done, but pro TV studios had much better equipment to use to convert formats. So, IMHO, a re-broadcast of a video originally shot in PAL that's been converted by "professionals" in a broadcast environment is totally acceptable! There's a good reason that it's NTSC and it was more than likely done the "proper" way, so, go for it!!!
