DVR to DVD- Encoding?

Tried seeking an answer to this question on line.

If I transfer a DVR Recording to a DVD via the DVD Recorder it's connected to in real time, is that process considered encoding?
Or am I losing quality if it's not going to a hard drive and transferred to DVD at high speed?

Cable Box with DVR connected to Standalone DVD Recorder, No hard drive.
I record to DVD on the standalone recorder from the DVR on the cable box.

The DVD recorder is going to encode the video, most likely to mpeg-2, and mp2 or aac audio. The only way you wouldn't experience loss, is to get the actual file from the DVR and onto a computer, demux it to the individual streams (if they are in DVD acceptable format), then author it to a disc. I don't know that it's actually possible to get the file off the DVR though, that's out of my knowledge range.

The TL;DR is you are going to get encoding every time with the standalone recorder.
