How . where request for dead Torents?

Hi,

There was a DVD version of a perticular show here but now its on the "inactive" list, how do you request a re-upload and where do you post it?

I found it listed in the inactive torrents forum, but couldnt post anything there (it is locked?).

I'm looking for the "Foreigner Live in Dortmund" show (Great early eighties show BTW) as my HD died and I couldn't recover it whole
