How Dime's rule about allowed number of seeding torrents works?

As per rule I can seed only 60 of the torrents I have loaded in my client. Fine. But I have some wonderings.

Does the status of the other torrents change? Is the application of the rule fluid? That is, if someone wants to snatch a particular torrent and I am the only one that has it loaded, but it is one which my client has "Tracker error: not authorized; too many seeding ...", will the tracker switch that torrent to available and label an different torrent as no authorized?

If not, is there some strategy I can employ to essentially have all the torrents I have and am willing to seed optimally available?

Client is Transmission as it is the only client accepted by all my trackers and can handle 1480+ torrents.

macOS 12.3.1 (Monterey) / M1 iMac

Seeing that lots of Dime queries are made here because of the association of the two site/trackers I opted not to do so until needing to do so.

First question answer is No. Second question answer is wait until tracker stats populate then only seed shows with lots of people downloading. If you’re trying to be an Internet hero and rescue poorly seeded/downloaded torrents dime is not the place for you. Also if you have 60 files seeding at the same time, you probably need to see a doctor. That is well beyond stable human behavior.
