Dvd Audio/video sync fix

I'm thinking about messing with some out of sync VIDEO_TS files so that I can re-burn a synched version. So far, I'm looking at Adobe and Sony software but I'm pretty clueless about this. Is there a consensus about the best way to fix sync problems when the time delay is constant throughout the recording? Any software and/or tutorial recommendations would be much appreciated.

if your audio has a constant offset, it will be a lot easier than if it is variable!
