FM>Silver CD?

This is a 1993 FM broadcast from a silver disc. Obviously it doesn't go up to 19khz like I'd expect from an analog FM. Could it be 32khz DAT, a casualty of NR, or is it MP3?

You'd actually expect it to go to 15 kHz and for there to be a pilot tone at 19 kHz. I'd guess it's either 16 kHz DAT or mp3, and probably not a FM broadcast.
If you'll give me a second, I'll post a frequency analysis and a spectral analysis of something I pulled off FM a couple hours ago.

well the 1st post is lossy, look at those hypehn-looking blocks at the top and abrupt cutoff to black. more recent fm broadcasts look like this (because they're 99.9% lossy) but this one is from 1993... perhaps it is a re-broadcast? or maybe just mp3 or similar source.
