i know i've read a few things about the AV Toolbox time base corrector for around $200 new, but i can't tell you how good of quality its gonna deliver...Datavideo also has a PCI slot TBC-100 for a little more $

ebay might be a good start...also check the used gear over at B&H, you can sometimes find great deals on well maintained gear
