I have been able to get around the changing IP on reboot by just enabling all the possible IP's to have the ports fowarded in the router ie: 192.168.1.101 through 103 etc. I ran into a case where static IP's just wouldn't work, maybe it was various OS's or wireless and ethernet issues, I can't remember right now but listing all the ip's worked.
