Is there any software that captures the video when I play it on my pc? or do I need pro-equipment for doing things like that... any help is much appreciated. thanks for reading.

Use whatever software came with your TV Capture card, press play on the VCR and "capture" that data stream as a .avi file (Although the one I used at my last job actually does compress the data into .mpg on the fly).
Anyway, so then use TMPGEnc (freeware) to convert the .avi to .mpg, then you can use whatever DVD burning software that came with your DVD burner to create a DVD video out of the .mpg file(s).
