i'm not familiar with either of those

i use the Final Cut Suite [Mac], but for PC i used Adobe Premiere [PC] a few years ago, which i can vouch for re: quality...many of the PC heads around here use Sony Vegas+DVD Architect

you can get their basic versions [Premiere Elements or Vegas Movie Studio] for under a hundred bucks...full pro versions are much higher

i've never worked with it, but a cheap prog some folks use is one of the TMPGEnc products [hopefully someone else can tell you which software in particular]...but remember, "you get what you pay for" typically applies when it comes to quality encoders/editing & authoring features/etc
