If a concert or documentary is filmed in a European country, it does not mean that it is a PAL video when it arrives here at TTD. 35mm film moves at 16 frames per foot. That is universal. Where the motion picture film is actually transferred to videotape is the determining factor as to the video frame rate. That is why old home movies shot in England and transferred to dvd here in the US are NTSC, not PAL as they would be if they were transferred in London.
I had several people asking me how John Lennon could possibly be filmed in England, yet somehow be NTSC...so rather than PM everyone, I wanted to explain it in this technical forum. Hopefully it will eliminate any confusion in the future.
