in case you are misunderstanding it is not possible to upgrde ogg files.
if you transcode ogg to flac it adds a bunch of extra empty space to make a bigger file. it is not allowed at ttd to be seeded. if you're doing this at home, it still makes sense to leave it ogg so you don't mistake it for a lossless file, which it can never be
