You won't 'upgrade' them by converting to SVCD or DVD resolution. In fact they will be crap after then = blurred and with more visable pixelation. Keep them in format (resolution) you got.
It's posible to make a DVD (menus) from a VCD, keeping the original format. You can do it in TMPGEnc DVD Author.
http://www.vcdgear.com serves for basic VCD manipulation.
Nero is very good for burning VCD tracks in right order.
