Need help converting wav to mp3

Please bear with me, I'm not sharing torrents converted to mp3 with others but I do need to rip wav files to mp3.

I need help, say I d/l a torrent, I want to listen to it before I burn it on a cd-r, well for my situation, the best way for me to listen to all of these torrents is (sadly) on an mp3 player. I really can only get to listen to tunes in my car or on my mp3 player and my catch-22 is that I can't listen in my car unless it is already on a cd(cd-r).

My problem is that I can't find any programs that will rip wav files to mp3 files unless the wav file is on a cd! I can't seem to find a program that lets me drag and drop wav files from my hard drive. There has to be a better way, it's a real pain to burn wav files to a cd-rw, then convert to mp3. I have tried Windows Media player, EAC, Audiograbber and Feurio and unless I'm missing something in all of these programs, they do not allow one to load wav files directly from a hard drive unless you are burning a cd.
