No static external IP is necessary to be "seen" by tracker or other peers. The static IP they mention is on the LAN side - it is for the router to recognize your device is the one it opens port for. Static LAN IP can be done in 2 ways - setting it up in your computer or by creating permanent IP lease entry in the router.
Anyway, access to router's setup pages is necessary, because you won't open port(s) without that.
