256 kilobits per second = about 31.5 kilobytes per second.
ISP's will always quote you the higher speed to make it seem faster. Almost any speed display will show you as bytes.
256 kb = 31.5 kB
What you see in your bittorrent client is kilobytes. kB.
The modem isn't speed rated, your circuit is where the limit is.
