Whatever port uTorrent is using will need to be used when you forward the ports on your router. Take a moment and check because sometimes computers do strange things when we're not looking. Does the port # match on uTorrent and on your router? Seems simple, but that's my first suggestion.
I had to go the static IP road for a long time. But, it shouldn't really be necessary to get a green light (lower right corner).
I'm sure someone here can offer wisdom on firewalls. That's out of my wheelhouse. Good luck!

P.S. To see if a port is blocked or not, goto
http://www.canyouseeme.org and type in whatever port you have you bitclient set to use (most come with 6881 starting as default) then press Check
If it reads Success! then most likely that port is open to traffic... if you get Error!... proceed to
http://www.portforward.com to continue to open ports.
