Well, they all make a disc image first, just IMGBurn is explicit about it. It's a good program and there are good guides on their home page to walk you through the process. Once you've used it a couple of times, it's straightforward enough.
CDBurnerXP is a good alternative, if you prefer a more traditional interface. Just make sure to get the version without InstallCore, else you'll end up downloading a load of crap that you didn't want. Go to downloads, then underneath "download latest version" click "more download options" then select Default Installer (without InstallCore).
My favourite burning program is k3b, but that's Linux.
