Yes it is 8227kbit for video if you have 1536kbit audio.
If you open the inspector on your settings in compressor (command-I or double click the MPEG-2 target), you should see a menu like the screenshot.
If you're using VBR, keep the MAX at or under 8.0 Mbps. If you're using CBR, keep the avg at (or under) 8.0Mbps.
8.0Mbps = 8192Kbps, which is as close as you can get it to 8227 in compressor without going over
Unfortunately some videos are unusual and encoders just won't listen to your max bitrates, and give you a spike. In something like CCE you could edit the VAF file and manually change the bitrate, but I don't think compressor lets you tweak very much.
