on PC, you can use anything from the cheap end [TMPGEnc] to the higher end pro apps such as Sony Vegas Suite or Adobe Premier Suite...
unless the program yer using can deal with .vob files directly, first you'll need to demux the discs to m2v [for the viedeo] and either PCM or ac3 [audio] depending on what the source dvds are...hopefully someone will chime in with the best prog for demuxing on PC, i remember there being a program called VirtualDub but its been years...you'll use the m2v & PCM [or ac3] files for synching/etc in yer editing/authoring suite...
**be sure not to re-encode the video in this process, since you don't want or need to compress the footage twice
