no, since it was transferred from VHS [which was probly 4:3], transferred & cropped to 16:9 in editing, and then encoded to DVD...
the re-encoding they're referring to is when you take a DVD thats in 4:3 [already encoded, aka compressed], and then cropped to 16:9, and encoded back to DVD...that is where the double encoding/compression occurs, which leads to a degradation in quality
