To the original poster; Why not look up the local police force in the area for the address given, pass the details on, and ask them to pursue the low-life scum that he is?

That's what they're paid to do - and if they get the impression that the low-life is bringing their country into disrepute, it will motivate them to find him even more. They don't need to know what was on the CDs, merely that the trader at the other end agreed to an exchange, and didn't carry out his end of the deal, leaving you significantly out of pocket.

Personally I think voluntarily getting the authorities involved in any aspect of our hobby is NOT a good thing to. I wouldn't call a cop on a trade gone bad anymore than I would on a drug deal gone bad.
