can't really tell from that, athough its strange that it rolls off ~16kHz
best way to tell what the orig file was recorded at is to open it in an audio editor...download
Audacity or
GSpot, open the original raw file and it'll tell you the bit depth & sample rate it was recorded at
you can then use Audacity to downsaple to 16/44.1
