fixing DVD audio tracks / reauthoring videos

Hi, I'm new to dvd editing. I've received some DVDs which only have one audio channel, meaning they are true mono, it's either the left or right channel missing. is there a way to copy the one channel that has the sound to the other channel? What software would I need and is there any free software that is capable to do it?

also I do have some short videos in VOB format which I would like to put onto one dvd because I see no point burning a 5min performance onto one disc, while the disc has way more space for more stuff. is there a free dvd author tool, with simple user interface that can do this? like creating a Video_ts folder, containing multimple vobs, with a simple menu?
