1) You run Windows 2003? Really? A server? There is no Windows 2003 other than the server editions.

2) Quit using azureus and use uTorrent instead.

3) You are getting the error message because your torrent client assyoureeus is locking the files when you seed. See if there is an option to make it stop doing that, otherwise unsintall it and do step (2) - above.
