Alternative strategy; write to 'The Occupier' at the address given, on the assumption that he has moved on; ask if the occupier has a mail forwarding address, and if they'll e-mail it to you?
Find out which postal service covers that area, and again, ask if there's a mail forward in operation for the address, etc ...?
Mail his neighbours, ask if they have a forwarding address...?
Get resourceful. Get even.
