Illicit Photoshop CS2? You know there's always GIMP, right? I've been using GIMP for every step of creating my banners except for drawing paths for cutouts (reference the Kate Bush banner). I use Photoshop for drawing paths because I think it's a bit more precise than GIMP for path drawing.
