i use sony vegas and it s relatively easy to convert 4:3 to 16:9 but you loose picture(top or bottom or a lil of both)

if you are saying that you filmed in 16:9 and it captures as 4:3, no that is not normal and likely you need to change a setting in your capture program, im not sure but it is possible that 16:9 dv video could be recorded as 720x480, im not sure since i have never filmed dv 16:9

you convert to mpeg2 with lossless lpcm audio by selecting that option, DV has uncompressed audio to start

it is possible to make menu's

NOW you need to read some of the tutorials and threads on this site and other that have already answered these questions and can guide you through doing things
