Without further information, the following possible reasons come to mind:
#1 The folder ownership has changed.
#2 You do not have the appropriate permissions (read-only attribute; User Account Control).
#3 The file is encrypted.
#4 The file is corrupted.
#5 The user profile is corrupted.
Likely because of #2 TLH cannot delete the source files.
