Funny you should bring this up I was just looking at the following article, which explains the difference between these two formats (and also has some great links including which type of CD-R dyes last longer in stress tests).

By the way, the "winner" of the stress test among dyes used for CD-Rs was the dye that looks silver or gold (on the data side of the disc), as opposed to the green or blue/purple dyes found on many CD-Rs. Cyoazinine is the short name of the chemical used, I think.
