Sifflwitz, to help you determine if the problem is just with bittorrents, please try this site and run some speed tests (stop any torrents, dowloading, etc... before you run them)

Also, you are on a wireless network? They are known to be prone to hijacking, tapping, etc. (I'm not sayinng your particular installation is insecure but I've head some first-hand stories from people having their wireless LANs being hijacked by neighboords living at the same building
).
