In order for his ratio to rise, wouldn't he actually have to seed beyond a 1.0 ratio for a particular torrent, with the excess beyond 1.0 increasing his ratio? Of course, provided he wasn't downloading to counteract the increase.

26/100 (starting ratio) + 30/100 (subsequent seeding) = .28 ratio. That is, if you seed at a ratio higher than your current ratio, your ratio will rise.
