i'm assuming you're needing a program to create artwork, not just print it [your printer comes w/ software for printing]?

Photoshop is pretty much gonna be your standard program used...there's a million and one freeware progs out there, most of which should be able to do the things you need to create some artwork...here's a few that are recommended by this reputable site:

a few things to remember, i typically work @ 300dpi, and the following are specs for both DVD and CD artwork [width x height]
DVD: 10.709 in x 7.244 in [272 mm x 184 mm]
CD Cover: 4.974 in x 4.724 in
CD Tray: 5.906 in x 4.646 in
