Because they're separate, independent pieces of software. When the entry point to add/modify the tracker is down, you can't get at the tracker, but the tracker still works.
Real-world analogy. You leave your house, and remember you've left the oven on. When you try to get back in, you find your door lock has failed. The oven still operates. The entry point has failed so you can't get at your oven, but that hasn't brought the oven down.
