It does improve the sound with high resolution audio assuming your soundcard can output the particular high resolution audio natively. The problem with the windows kernel audio mixer is doesn't do bit perfect outputting of audio which means everything is downsampled and such. The only way around this is to bypass the windows kernel audio mixer and by direct access to the soundcard via an asio driver. Asioforall is just a generic asio driver designed to work with soundcards that don't natively support asio. The problem is with Windows XP and older systems. Vista and 7 use a different kernel mixer and I am unsure if they have the same problems or not.
The other way around this is something called kernel streaming which foobar and winamp also support along with asio.
